It looks to me like his cloak thing covering his chest is just soaked/pressed firmly against the chainmail under it.

Nah, it's reflecting light. If the black tunic thingamajig were just pressed really hard against the mail, it wouldn't be reflective.

Well it COULD be we've never seen the full Armour in the first place.
NORMALLY you have full sets of shirts and pants of Maile not just sleeves and chaps.
