I'll go Scorpion... Electro.... Mysterio.... maybe S6 setup if they are bold... if not then a HopGoblin or Spidey Slayers setup.... or Carnage Venom as a last resort (Symbiate setup)

... it's counting your chickens before the eggs even come out...

counting your chickens before they hatch would go for villains of Spider-Man 4 at this point. (besides Lizard)... we know he'll be in it.

But... I'd like Scorpion and Electro... and possibly Doc Ock and Sandman (if Ock returns)

then a setup for Green Goblin's return as Norman Osborn in Spider-Man 6, along with a few others.

Villains (Hobgoblin,Shocker,Kingpin)

Jason Philip Macendale is one of Kingpin's hired goons,him and Shocker pay a visit to a guy who is the Kingpin's wife's psychiatrist.The Kingpin just found out that his wife has a psychiatrist and thinks that she has told him that he is the criminal crime lord known as the Kingpin.

So Kingpin sends his goons to visit the doctor to kill him.During the assassination the doctor tries to bribe the assassins with money telling him about his secret safe behind a painting in his office.

Jason Philip Macendale agrees,and asks for the combination.After the doctor tells him the code,Jason tells Shocker to let him have it.

The doctor jumps out his window and lands on the fire escape and starts running down the fire escape steps.Jason tells Shocker to follow him,and that he will go down the emergency stairs and flank him at the front of the building.

The Shocker meanwhile is firing his blasters at the doctor as the doctor is making his escape and the sound from the blasters are so loud that the nearby swinging spidey can hear it and swings over to it.

Before Jason walks out of the office,Jason goes to the wall safe and opens it up with the code the doctor told him.He sees money and a folder.Jason grabs the money and looks at the folder.

Jason sees that the folder is of one of the doctor's patients and is curious why this file is the only one in the safe while the other ones are out in the open on a nearby shelf.Jason skinms through it and finds out that the patient claims his father was the Green Goblin and tells about finding the Goblin's lair in his dad's office at their house.

When Jason is making his way down the emergency stairs inside the building he can hear the blasts of the Shockers blasters and is wandering why he hasn't hit the doctor yet.

But Jason finds out why the Shocker is blasting his blasters so much,because the Shocker is fighting off spidey.Jason decides to take off now that he no longer has to obey the Kingpin anymore now that he has the power to become the new crime boss of the city.

What I would want:

Spider-Man 4: Lizard and Kraven
Spider-Man 5: Carnage and Mysterio
Spider-Man 6: Electro working for Kingpin

The next spidey trilogy imo.

Spider-Man 4: Lizard vs. Kraven vs. Spider-Man. Writes itself.
Spider-Man 5: Chameleon and his hitman, Rhino, come looking for those responsible for Kraven's death. at some point Chameleon destroys the serum Connors is using to keep himself in human form. Connors transforms to the Lizard, and escapes to the sewers, forever the Lizard.
Spider-Man 6: Electro is hired to track down and kill the Lizard by JJJ.
