Spiderman cartoon

Hi I'm trying to remember the name of a spider-man cartoon from the late 90's. In it spider-man wore a batman beyond type suit which had a cape. There was some kind tiger king or lord or something that was the bad guy and the big bad some someone called the high council man I think.
