IDK about teyla being right for the Atlantis leadership. I guess as she was the leader of her people then she has the knowledge... but would Earth put a non-Tau'ri in charge of their only outpost?
I like the idea a lot actually. I think it's a wasted opportunity. Rachel is great(among the better actors in the series I think). But the character already has the built in leadership qualities. But her point of view would be more sympathetic to the people of the pegasus galaxy... and the fact that Sheppard and the expidition are singularly responsible for both the current Wraith cul... as well as the replicator onslaught. Teyla vs. the IOA, Teyla vs. the military element. And she's a very peaceful character... yet, she still likes to lay a beating every now and then. I think she'd be a great leader of atlantis. It would be especially interesting to see her deal with all the underlings.
