Take this for what it's worth, but according to the commentary on the FF2 DVD, General Hager was originally Nick Fury, but that was changed because they wanted to keep him for a SHIELD movie.

i had a hunch that might be the case

Nick Fury is a much better character than General Hager and deserves a lot more than Fantastic Four. I hope Samuel L. Jackson has the balls to walk into Marvel and say; "Goddamnit people. Hire a screenwriter (good) and write a script. Otherwise, I will!".

Seeing Hilary Swank's photo made me go hmmm too, but I assure you it wasn't because I was mentally comparing her looks to that of Black Widows!
