In "The Joker's Five-Way Revenge" one of his goons is called Bigger Melvin and another is called Packy White.

DOn't know if anyone's mentioned this, but as the Mayor is giving his speech at Loeb's funeral you see a shot of all the police standing to attention and can see Heath quite easily stood at the front, long before the build up to the assassination attempt.

I also wondered this, and as Bruce is leaving on his bike to go try to stop the joker from killing the Mayor. Alfred does a check on all the apartments in the area that could belong to someone from arkham.

Catwoman and Riddler are the next villains. Catwoman b/c of Fox's joke about Cats and Riddler b/c of the green keyfob with an obscured symbol in the ambulance Dent uses to escape with White. Similar clues were left in BB when Wayne says "All you 2 faced friends who smile through your teeth at me."
