Solid list especially Chigurgh, Vader, and Joker...Out of all the movies I've watched in my life those are the ones that immediately come to my mind when I think of villains.
 
Darth Vader, Hans Gruber, Anton Chigurh, and Agent Smith are all worthy entries.

Also Annie Wilkes from Misery is terrifying.

Mike Ryerson (Geoffrey Lewis - Salem's Lot)
Reverend Harry Powell (Robert Mitchum - Night of the Hunter)
The Child-catcher (Robert Helpmann - Chitty Chitty Bang Bang - I actually met him once when I was a child; he was very nice to me apparently but he still scares the **** out of me whenever I watch that film!)



There are many others I'd like to include - but they're more entertaining than scary.

A lot of villains are entertaining too. The best ones are likeable even though you're not supposed to like em. Heath Ledger's Joker is a prime example, he was an evil character through and through, but he was likeable in a way. That made him a larger than life type of character.

-Darth Vader (Star Wars OT).
-Hans Gruber (Die Hard).
-Anton Chigurh (No Country For Old Men).
-Annie Wilkes (Misery).
-The Joker (The Dark Knight).
-Max Cady (Cape Fear both versions).
-Khan Noonien Singh (Star Trek II: The Wrath of Khan).
-T-1000 (Terminator 2: Judgment Day).
-Roy Batty (Blade Runner).
 

Good one! I love this movie and he makes for an excellent villain. It's nice to see Tavington get a mention, I feel he's criminally underrated as a great movie villain.

My pick for #1, unoriginal though it may be, is Hopkin's Hannibal Lecter. Even in Hannibal, the lesser of his three films, watching Hopkins calmly threaten his way through each scene is a delight -even if the rest of the movie is so-so.

HA! Good catch. I watched Who Framed Roger Rabbit recently and must have got my wires crossed.

But seeings as I bought it up, Christopher Lloyd's Judge Doom is another spectacular movie villain.

I'd also add Frank Boothe to this ever growing list. "F***ed Up" doesn't do him justice.

Lee Woo-jin from OldBoy is fantastic as well.

Getting broader, the reformation system in A Clockwork Orange? (though Alex is a good addition himself).

I feel like Uncle Scar from The Lion King should be on this list.
 
Another - that doesn't get a lot of mention - is Hickey (Christopher Walken in Last Man Standing). Chilling performance.
