I believe it making fun of a picture taken from the set. The chest and torso parts of the Cap costume can be removed and underneath the abs are covered with a thin slightly transparent material, most likely to cool the actor off between takes. So a picture surface of Chris Evans without the chest piece and the artist is making fun of how it looks.

Yes, and they tie that in to Tony in AOU saying he "makes everything cooler" - hence him re-designing Steve's suit to be cooler.
