Was that list for the next round of Netflix series confirmed? I hope not. We don't need another punisher series but I would love to see a white tiger series with Gina Rodriguez in the lead.
If I had infinite resources I would choose white tiger, Shang chi, she hulk and ms marvel
I'd do something entirely different. The next round should be Elektra, Punisher, Moon Knight, Blade and Thunderbolts. She Hulk would be the only one from your list who I'd keep on Netflix. I'd roll them out in this order.
2018: Punisher, Elektra
2019: Moon Knight, Blade
2020: She-Hulk, Thunderbolts
Hopefully Marvel's 2020 films are a Hulk sequel so we can see Jen debut and Iron Man 4 so Ghost can appear. I'm also hoping for Atlas to appear on Luke Cage, Beetle/Mach to show up in Ant-Man and The Wasp, Bullseye to appear on Daredevil and Shocker and/or Scorpion to appear in the upcoming Spider-Man film. That leaves us with a roster of Zemo, Leader, Mach, Crossbones, Bullseye, Blizzard, Mister Hyde, Atlas, Shocker, Scorpion, Ghost and newcomers Songbird, Jolt and Joystick. The only key player missing here is Moonstone who I wouldn't introduce until Captain Marvel 2, then bring her onto the T-Bolts when that film hits. And I'd be rolling out the aforementioned characters over multiple seasons to grow the team slowly and not rush them.
I'd also pass on Luke Cage, Punisher, Hawkeye or Red Hulk until the T-bolts are already established and we have a Hulk sequel to turn General Ross into Rulk. I'd also look for Luke Cage to clear his name and Hawkeye to be kicked off of or quit the Avengers first.
I also feel like three series are enough for ABC as a network. I'd like to put three series on ABC Family (Ms. Marvel, Avengers Academy and Runaways) and one on Disney Channel (Power Pack). I'd also look to see if there's a way that Marvel could pressure Fox into spinning off New Mutants into a TV series if the film does well since the only character from that series who can't be done on a TV budget is Rockslide and put it on the Fox network, then if Legion does well, I'd set up X-Factor as a companion series on FX and if Jennifer Lawrence doesn't want to keep playing Mystique, I'd use Ruby Rose as her replacement since she'd be even better in the role as well as cheaper. Then look into Alpha Flight to sell FXX subscriptions and DVDs to people who don't get the channel. The X-Men and X-Force need the big budget treatment.
On principle there should be no more than three Marvel shows per network discounting Netflix since that isn't network TV. More importantly, they should all aim for different demographics as barely anyone would have time to watch them all. The audience for Jessica Jones needs to be the polar opposite of who Power Pack is targeted at and the ABC Family series should be aimed at those who are too young for the Netflix series but have also outgrown Power Pack.
I heard some rumors about Ghost Rider showing up on Netflix and I feel like that's a mistake. Ghost Rider needs to be the only R-rated Marvel film franchise since he needs a film budget to not only get his look right but also his enemies. Then there's the location problems since Ghost Rider seldom stays in one place and travels across North and South America. He wouldn't be sedentary enough for a TV series, particularly when you take reshoots into account.
