I feel like they really need to give Team Flash a win against Devoe soon.

Last I checked the season didn't start with Barry and Devoe mapping out a list of rules for how they each can win. I don't think Barry was sitting in prison muttering to himself about how he should have put "No framing for murder"in the rules.

Barry got out of prison.

And he got to rectify a mistake of the justice system in the process. Even in prison, neither Devoe or Amunet could stop Barry from being heroic.
