Not just costumes, ever since Lawrence stepped into the directors chair they've yet to release a photo that wasn't visually intriguing.

While those pics and costumes of the citizens from different districts look fantastic, I wish they were able to show a bit more of that in the first two films. As great as they look, some of them seem out of place with the previous films. Especially the tech district. I thought ALL of the districts were poor and basically slaves. I take it this district is privileged.

My understanding (not having read the books, so it could be totally wrong) was that the closer the districts are to the Capitol, the wealthier they are. So 1 & 2 are practically direct off-shoots from the Capitol, and District 3 isn't that far behind, and yes, develops all the technology (mostly) for the Capitol.
