Those first scenes were from the Super 17 Saga in Dragon Ball GT when Goku is trapped in Hell with the two of them while Super 17 wreaks havoc on the Earth. The scenes toward the end were from Movie #13: Fusion Reborn, when Janemba imprisons Enma Daio, which allows all of the dead to return to Earth.
