I'm quite pumped for this (since Disney's dumb asses cant figure out that The Incredibles 2 would be HUGE!). I thought Darwyn Cooke was supposed to be doing the art, but I can deal with this. Plus, Mark Waid is writing? Come on! It's gonna be great.

Cooke on this project would have been phenomenal. Is he working on something else right now? Or not interested?

It would have to be up to par though. Plus I would love it if Brad Bird were still involved in some way.

I assume that he's busy, because I recall him even being announced publicly as the artist on Waid's arc, so I assume that there is some level of interest from Cooke. It seems like it would be right up his alley. He's probably busy doing the adaptations of the Richard Stark novels at IDW.
