That's how 15-16 look. Hollywood has been warping perception by decades of casting 20 somethings in the role. Look at the picture of a the 15 year DOB, he looks 10.

All the 15 year olds I see look a lot older than DOB did. DOB looks young for his age, now and in that picture. I have a 10 year old brother who looks older than Dylan does in that picture. Heck, I have a neighbor who is 6 years old and Dylan at that age looks like his age. I understand that teenagers are portrayed by young looking 'adults' sometimes, but sometimes those young adults look more the age than a 15 year old.
Another example of age look at 15:

He no doubt looks older than Dylan did. He still looks a couple years younger than 15, but age look is pretty diverse. Which should be the case if Dylan and Asa are both going for the same age look. (Asa should look younger than his age, but not as young for his age as Dylan which is the case.

Most of the 15 year-old kids in my school look like actual 15 year-olds.

Same here, and Dylan looks around their age, not Asa.

You'll never please everyone. People have different perceptions of what a 15-16 year old should look like. That's what makes this casting so difficult. You want experience, yet you want them to look the part. It can't be a perfect balance, the scale will always tip one way.

I said it before there is no local reason marvel and sony haven't or are still looking at any one be it unknowns to known actors between 15 to 25 yrs of agr. It's standard casting to go a wide net. Then limit the picks down in what ever fashion. And again it is usual hollywood to cast older for younger. There is no reason any one 20 to 24 couldn't play a 15 to 19 yr old character over then next few yrs. So be it someone like Nat or Dylan or logan it's more likely going to be a 20s pocked over others.

Again who ever is picked. Only has to film as a 15 to 19 yr old peter over the next 3 yrs. That will cover the time phase 3 filming is. And the deal for filming be like this.

2015 film small role for civil war. 2016 say april to july film solo 1. Then July 2016 to probably feb 2017 be apart of what ever time spidey needs to shoot for infinity. As it been said infinity will shoot back to back. Then probably mid summer in 2017 they shoot solo 2. And we go from there.

So again who cares if someone is 20 to 24 now. I brought it up before if they are between 20 to 24 noe. By the time phase 3 is over they be 25 to 28 yrs old. Then be playing a character who over the course of phase 4 be 20 to 25 yrs in age. And the actor would still be under 30 yrs old. And could play the role for probably another 3 to 4 films. Be it more solo or team films. Then by the time they are 35 yrs old. They leave the role. And the character would then be in that comics accurate late 20s to early 30s age wise. Then who ever is the next to play peter when this guy decides to leave probably be a actor in the 25 to 30 window to play a character likely going to be locked into that ambiguous late 20s look.

Avengers 2 started filming in April 2014 for an early May release. Spidey can start in late June/early July.

I know that. But like I said, the general public i.e casual audience who look at such news are probably perceiving it as the list of spidey candidates.
