My idea for a Flash movie (the plot split up into spoilers so that it's easier to read)
The Flash Movie:
Cast: 1st Act: Barry Allen (Flash), Wally West (Kid Flash), Professor Zoom, Irisis Allen, Captain Cold, Mirror Master (Sam Scudder), Captain Boomerrang, Heatwave and Trickster.
2nd Act: Wally West(The Flash), Jay Garrick, Captain Cold, Linda Park, Mirror Master (Evan), Hunter Zoloman, Captain Boomerang, Heat Wave, Trickster and Weather Wizard.
The Flash:
The Flash Movie:

The Flash:
I would begin the movie with Barry Allen as the Flash, and Wally West as the Kid Flash for the first 45 minutes- hour of the movie, Ill make Barry in his late twenties/ early thirties and Wally 17/18 ready to go to university very soon. To establish the relationship between the two men while giving both equal development, a quick introduction to Keystone City and its colorful criminals, during this short tenure between the men we get a true father/son bond while they fight crime together at such high speeds. But all of a sudden this changes when Barry decides to investigate a crime in Keystone, and to his shock finds out Professor Zoom has returned from his past entrapment in the future; Barry rushes to fight Zoom and upon hearing this, so does Wally. Arriving there Zoom tells Barry that he has captured Irisis and has killed her while they fight this sends Allen into a rage as Wally tries to calm him down, after a few moments Zoom reveals how Barry has become so powerful; vibrations, and with Zooms obsession with destroying Barry he runs down planning to cause a catastrophic event to the world; Barry chases him knowing he wont come back while Wally follows but Barry pushes him away screaming to Wally Protect it all when Im gone, Wally. Protect it all! Wally is shocked as he pushed back hundreds of miles back to his main city. It takes him several minutes to recover, but when he does he finds a huge hole in the center of Keystone, going towards it he finds Barrys body in the middle of the hole. Wally then tries to recover from the events and talks to the original Flash, Jay Garrick for advice.
After the traumatic event of losing his Aunt and his Uncle, Wally decides to go to university around the world, trying to find his place and how to deal with himself avoiding any use of his superpowers. Four years later, Wally returns to Keystone still searching for himself only to find that Keystone has become under grip by the Rouges, who have caused havoc all around the city making it hell for those who live there, although not as bad as Gotham Captain Cold and the rouges have dealings with every part of the city and have wiped out all other gangs in the area. Feeling the need to help the city, Wally once again turns to Jay Garrick, Jay explains hes been trying to stop the Rouges in Keystone but due to his age and responsibilities at home, he simply cant fight them like Barry or how Wally had. Wally becoming more and more frustrated all of a sudden, bumps into his high school sweetheart; Linda Park, after having a drink with her Linda explains how Keystone had once been wholesome and great city to live in all of a sudden lost it when The Flash died and ever since nothing had been the same; they even go to The Flash Museum where Wally sees pictures of Barry and himself in their prime. Feeling obligated to do something, Wally even goes to the Keystone Police Department to see if the situation is that bad, bumping into another friend, Hunter Zoloman who used to work with Barry Allen in the CSI department, Hunter seems to be the one most effected by the absence of Barry and the Flash as it had made his job harder and make him feel useless. On arriving to his old house, Wally watches the news and finds the Rouges causing havoc in his city harming civilians; having enough Wally finally decides to do something, he grabs Barrys own costume and for the first time in years; he runs.

But he has proved wrong when Wally moves at super speed and subdues Heatwave and takes him to the police, for the first time in years rouge has been caught and handed over to the police.

Keystone is in awe and overwhelmed with joy at the return of their Scarlet Speeder, newspapers celebrate the return and watch the news, however Wally is happy with the acclaim but feels tied down by Barrys legacy but that doesnt stop a visit from Jay congratulating and thanking Wally for the job he did, giving him a boost in confidence he decides to ask Linda on a date. Meanwhile, the Rouges of Keystone are less then thrilled at The Flashs return with one of their key members now in jail thanks to him they become bitter and angry. This is when Captain Cold (whom we havent seen since the introduction) comes in trying to figure out if this is the old Flash or someone new; the other rouges disagree stating that they just kill the current Flash to which Cold reminds them of their policy of no killing. They decide to test the new Flash out by sending out rouge, The Top to Keystone to see what this Flash is made out of. While Wally is on his date with Linda, Linda receives news of the Tops riot in Keystone and demand for the Flash and she has to go and Wally of course understands, but he runs to save the day in his costume. Running to The Top he sees the situation getting out of control, the two men fight for a bit but Wally of course gets the better hand out of it but when the Top tries to escape, three civilians are killed as a result. The citizens of Keystone are happy with the Flash, but mourn the loss of the people killed; now the rouges are actually killing people and must be put down, Wally as the Flash insists that he will find the other rouges and put them to justice. Back of the headquarters of the Rouges the new Mirror Master reports to Captain Cold (looking at a picture of his dead sister, the Golden Glider) of the Top situation, Cold already knows but Mirror Master also tells him that he noticed the current Flashs movements didnt match that of the former but still couldnt really put his finger on who he reminded him off, showing the images on a mirror/camera, Cold
Analysis the video and calls the Rouges for another meeting, this time their plan is to go into Iron Heights to free Heat Wave and also to see who the new Flash is. Wally and Jay are seen at Jays house playing chess while Wally explains he still finds it hard to cope with Barrys legacy especially with screwing up with the Top (Wally seems to be overwhelmed with guilt) but Jay manages to recall that Barry used to be beaten at least once by each of the rouges while he first started out, once again however news reaches Wallys ears as he hears about the Iron Heights prison facility has been broken into by not just one rouge, but near 10. We then see the Rouges entering the prison, ignoring some of the worthless convicts and getting rid of the various guards there, Cold then reaches into a cell and sees the Top there waiting in fear; Cold points his gun at the Top Remember what I said about no killing? before freezing him and smashing the ice. They then reach Heat Waves cell and free him and giving him new equipment, the police are outside but are useless to try and even subdue the Trickster, and luckily the Flash arrives in time.
Inside Wally sees the situation while Mirror Master starts to play with his mind, releasing various mirrors all around the prison, it causes Wally to become very unfocused and unfit to fight the rouges, he is then greeted (in this brief moment of hysteria due to the confusion of Mirror Masters mirrors) by Heat Waves fire who then burns Wally as revenge for sending him to prison, Wally manages to fight back but only manages to break several mirrors and get hit by Captain Boomerangs Boomerangs and is knocked to the floor. At this moment Captain Cold walks over to the new Flash pointing his cold gun (still convinced that it is Barry), however upon looking at Wally he sees someone else, and begins to chuckle; he sees the old Kid Flash. The Rouges then begin to laugh at the fact that Kid Flash had taken the original Flashs costume and taking up his shoes, after mocking him they start to beat him as he tries desperately to fight back but is unable to as they are so perfected with their abilities, after a while Heat Wave points his gun at his head and asks Cold if he can kill him; Cold reminds them theyre already in trouble and its not worth it, and that killing a speeder was a bad idea, he then walks over to Flash and tells him to leave Keystone or else hell let one of the other rouges do what they want with him, cause either way they own Keystone. Cold then sends Weather Wizard to deal with the police while Heat Wave sets Iron Heights ablaze as the others free the convicts and leave the Flash there. As soon as they leave it all seems to much of a blur to Wally what he has to do, trying to regain his speed or his will he is then delusional as he sees a vision of Barry starring at him, Barry keeps telling Wally to get up and that he can do it, hes the Flash now. Wally closes his eyes to see the facility burning around him and closes his eyes while the image of Barry disappears, however he is then greeted by his other mentor; Jay in his old Flash uniform. Wally wakes up to see himself wounded and his attempt to fight the Rouges; a failure he tells this to Jay who insists that Wally was just too overcome by them this time around. Wally keeps the Flash costume with Jay for a while, saying he needs to rethink his situation. While talking to Linda again, he realizes he has a responsibility to his city. The Trickster, as the rouges test puppet sees if they need to take down the new Flash and send him off to rob a jewelry store quickly, Wally simply runs in and takes him out with one punch sending a message to the Rouges. The Rouges see this and prepare for their plan to take out the Flash, any other speeder or hero who crosses their path. While on another date with Linda, Wally seems unusually quiet and distant this time around as he waits for the Rouges to make their move Linda becomes very concerned with Wally about this and upon seeing the news of the Rouges at the official Keystone Flash memorial (where Barry was found dead) Wally leaves, as he leaves Linda gets the news report on her pager, and she becomes suspicious. As the rouges wait for the Flash, they keep themselves occupied with fending off the police and reporters of the situation; however the Flash then arrives ready and waiting. Captain Cold reveals why the chose this spot as it was where the original Flash died, so it would be fitting for where the Kid Flash also die. Wally is angered by this but tries and keeps cool, Cold leaves and watches as the rest of the rouges begin their attack, Mirror Master then uses his same trick as does the Pied Piper making harder for Wally to concentrate and the Rouges end up getting a few good hits at the Flash, but then Wally realizes what theyre doing, closing his eyes he tries to see what direction the Piper is playing in and he runs towards him takes the pipe out of his hands and knocks him out. Weather Wizard then joins creating whirlwinds and uses Mirror Master and Heat Wave to his advantage create several illusions for Wally, however while this happens a TV news chopper is in the sky with none other than Linda in it. Wizard decides to send a bolt of lighting down towards the chopper, in Wallys shock he uses great speed and accidentally causes a mild sonic boom, breaking Mirror Masters mirrors; lighting seems to be coming all around Wally as he moves like a blur to grab Mirror Master, and runs before throwing him into a near by Mirror store. He then runs back and sees the chopper crashed with Weather Wizard and Heat Wave taking Linda out. As Wally rushes towards them Captain Boomerang throws a boomerang that manages to tie Wallys feet together and knocks him on the ground, the three remaining rouges laugh at Wally and mock him once more as Kid Flash, Boomerang walks over to him and begins to take off his mask; revealing the face of Wally West. Linda is shocked as she sees her boyfriend secretly as the Fastest Man Alive, the rouges find all the sweeter that Linda knows the Flash secret identity as Heat Wave begins to taunt Wally about setting Linda on Fire and Boomerang makes a joke about decapitating her, finally Wallys anger comes to his aid. All of a sudden he runs like a lighting bolt and breaks free of Boomerangs rope for a brief second the Rouges think he had ran away as Boomerang sees his broken ropes. However within moments Wally returns to knockout Boomerang from the back of the head, Weather Wizard and Heat Wave now seem to be quite scared; Weather Wizard begins to attack Wally with strikes of lighting and some wind, Wally avoid these and the Wizard tries to fly away; Wally simply runs on top of a building and out runs the Wizard on how much he can fly, grabs him and rushes down to the bottom of the street. Heat Wave is the one rouge standing alone and has his heat gun next to Linda he keeps warning Wally who seems uninterested; Heat Wave then decides to aim the fire at Wally who just blows away the fire quickly with his arm and does so until Heat Wave has used up all his fire. Linda then knocks him out herself, Linda goes over to Wally happy to find out who he really is, they kiss but Wally tells her he has one more thing to take of; Cold.
The Flash rushes inside to a near by building where the Captain appears to be waiting for him, firing several blasts from his cold gun it appears to do nothing as he realizes his one strength was his allies and that they cant beat the Flash alone. As the two are face to face, Cold tries once more to freeze Wally but the Flash simply punches the gun and it backfires; freezing Colds hand. The villain finds this quite funny as he sits down, in a mournful state Cold says that he should of known that it wouldnt last forever with the Rouges at the top of Keystone and that Kid Flash would take over the original Flashs boots. Cold explains that after Barrys death he was lost and had become a bounty hunter with his sister, the Golden Glider but that was no use as she had died two years ago. He returned to Keystone for the usual, money and women but with no Flash; he reveals that he was kind of hoping that Wally would be the original Flash but was disappointed that it was the Kid Flash. Wally listens, but then is surprised to hear that Cold has a new found respect for the new Flash, describing him as a proven replacement. The Flash explains to Cold he has to take him in and Cold accepts, Wally brings Cold outside and the two shake hands as the police take him away. The people cheer The Flash once again for finally bringing in all the rouges to justice as he humbly thanks them as well, hes then greeted by Jay again who was busy helping the police round up the knocked out rouges. The two men run home together after a long day.
