I voted Jonah Hill, but I think Serkis is not only highly likely considering the history with Reeves, but someone I'd LOVE to see in the role.
 
Given that we have no real proof that they're gunning for a young-ish Penguin, I'm still sticking with Steve Carell.
 
I would go with Dan Fogler of Fantastic Beasts franchise fame to play Penguin
 
Jesse Plemmons pls. Carell is still my ideal choice, but since it seems they're going younger, make it Plemmons.

Whoever plays Penguin better be on the shorter side. I don't really want a Penguin who can look Batman in the eye.
 
I was coming around to the idea of Hill as Penguin (I still couldn't wrap my head around his Riddler), but I am admittedly happy that talks ultimately broke down. He's a skilled actor, just not my preference for this new Bat universe.

I still think Serkis would be the best choice, but his directing Venom II may limit his availability.

Some other "outside-the-box" picks:

Andrew Scott, 42, who is enjoying a nice bit of success following the second season of Fleabag.

Another interesting choice could be Taron Egerton, 29. We know him as Eggsy but his performance in Rocketman showed his range, and he could easily flip into an 'unhinged' mode for Cobblepot.

Despite their choice for Penguin in the Gotham TV show, some of the choices in here are terrible. Overweight or fat Penguin please.

Also, Jonah Hill has now passed on whichever role he was up for. The Riddler or Penguin.
 
Bruce and Penguin being around the same age makes me believe the script likely leans on the Wayne-Cobblepot family feud.

An age gap could help heighten the family feud you're proposing though. Imagine Cobblepot's envy when he hears the entirety of the Wayne Family fortune falling into the hands of a child who, in the greater society's eyes, grows up to the be the carefree man-child that is playboy billionaire Bruce Wayne.

I think that could also work without an age gap. Bruce and Oswald are away in their teens and early adulthood, to come back in Gotham only to find the Wayne family has and will continue to dominate Gotham. And as you said, Oswald should be envious of Bruce for the same reasons.
 
Honestly, Hill should’ve done it. But since he’s out, I’m voting for Dan Fogler
 
Reeves is 4-for-4 with casting so far, in my book. Hope he sticks the landing with Cobblepot.
