Good, because next to the Joker, Pengy is my second favorite Batman villain. I feel he's long overdue proper big screen treatment. Nothing against DeVito, but the sewer dwelling baby killing Penguin in a dirty onesie is not my image for Penguin.

He would be perfect, but the problem is he already played the role as Rothstein. I assume he will not be considered because the two roles are too similar.

I'd be down with either Toby Jones or Michael Stuhlbarg. Stuhlbarg really does or at least easily could have a Cobblepot-esque look about him.

Also, I could see Jared Harris.

Toby Jones or Stuhlbarg are a bit on the mellow side, even if they're good, versatile actors. I'd like someone more obviously able to pull off the abrasive and aggressive side of the character. I think the Penguin actor should be a scenery-chewer.
 
i can see WB going for Paul Walter Hauser for penguin he is a rising star same age range as Pattinson/Dano and stars in WB's own Richard Jewel Film later this year

I don’t know if he is fan casting or he heard that these are the names they’re looking at? I’m going to assume fan casting.
 
I thought this guy announced his retirement from scoops.
 
Reeves wanting Hill gives us an age range to go off of, unless he is flexible on that.

Jesse Plemons or Paul Walter Hauser if we're sticking with Cobblepot in his 30's.

I've always seen him as kind of B-list. Usually the stand-in for Gotham's version of the mob (post Falcone/Maroni).
 
Per Deadline, Hill was up for Penguin but wanted to be up for Riddler. However, Reeve's only ever seriously considered him for Penguin.

I'm glad Reeves didn't budge, shows he has a specific vision for each character.

He's much more than that. Potential for Penguin is huge. The problem is a lot of writers never utilized him properly. As for recommended stories, definitely pick up Penguin: Pain and Prejudice, Detective Comics #610 & 611, Batman #548 & 549, Penguin Triumphant, Batman #448, 449, & Detective Comics #615, Joker's Asylum Penguin issue.
