I dont think a special really had to have a hardcore runtime range. Yeah, probably isn't gonna be 3hrs long cause then it's a show, but 90 mins essentially makes it like a 2 part episode of a 45 min show. Disney had movies that were like 60 minutes short and those are still counted as a film. Saludos Amigos is 42 minutes long. Toy Story is 76 long. Rise of the Silver Surfer which is now under Disney, doesn't hit the 90 minute mark.Well, then it’s not a special anymore. It’s an actual movie lol

The term "special" when it comes to streaming/Tv varies, it also includes awards shows/concerts/documentaries, those are over 90 minutes. They just don't want to call these "Special Presentations" as movies, probably to separate them from their movies that came/come out in the cinemas.
Not that they'd make a Punisher movie now but hypothetically speaking, Bernthal is arguably more famous now than Thomas Jane or Ray Stevenson were when their Punisher movies came out. Bernthal hasn't had much leading man experience in Hollywood but even so, it was always the character of The Punisher that was the main selling point over who was playing him.John Wick has Keanu Reeves as its leading man. I love Jon Bernthal, but honestly, is he a big enough of a leading man to put butts in seats? Plus, I feel the episodic format suits Punisher and the rest of those street-level characters well.
Or if it was a short film in the vein of Punisher: Dirty Laundry.
FYI the first John Wick movie had about a $20-$30 million budget. It only made $43 million domestically, and now it's making $187 million in its latest entry. Keanu Reeves was in a big slump at the time and hadn't really gone through the Keanu-ssance at the time. Just saying the John Wick franchise had to build itself up to that point. Keanu Reeves wasn't banging out $100 million blockbusters at the time of its release.
Point being, a prospective Punisher movie, START SMALL. Also, you shouldn't even make $150 million Punisher movie. Do a smaller, localized urban drama with Punisher and do it for no more than $50-$60 million. Do it hard R-rated. I think audiences, even comic book audiences, want something different.
Deadpool worked so well in 2016 because it gave fans something different. It was different than the MCU and it even different than the MCU. Daredevil Netflix was a breakout hit because it also gave us something different at the time. Variety is the spice of life.

Just like Wick's dog, where you knew everyone involved in killing the puppy deserved it and made it easy to root for what John did, the absolute awfulness of the slavers in that story makes it easy to want Frank to REALLY put them down hard.There'd be no shades of grey when it comes to human enslavement/human trafficking.
