Rupert Thorne, Harvey Bullock -- who would fit real well as the head of the Anti-Batman task force.
 
Agent Coulsen makes a cameo to recruit Batman to the Avengers.
 
Freak mobsters like The Penguin, Black Mask, Killer Croc, Great White Shark as minor characters (a la The Chechen, Gambol, etc.).

Janice Porter, Harvey Bullock, Sarah Essen.

Rupert Thorne and/or Tony Zucco.

The title says "unlikely character" Bullock, Essen & Porter have chances to be in the movie.

I still don't get why people think she's in the movie.
And why people WANT her in the movie is even more puzzling.

Correct.

However, to be clear, I'm not suggesting we start shooting off random characters that we know will not be in the movie. Crazy Quilt for example, or something like that.

We're talking about characters that probably won't be in movie, but could conceivably fit within the world Nolan has created. Bullock, Essen, and Porter are all characters that could very well be in the next movie. But someone like Ra's is a character that obviously can exist in the Nolan universe, but has a small chance of being in the next film, due to the fact that it looks very much like he died in Batman Begins.

Here's one I'm putting out there. If JGL does indeed end up being Alberto, I think Holiday is a character that would fall under the "unlikely" aspect. I just find it hard to see how they would fit in the Holiday arc while juggling Bane and Catwoman in one film. But I suppose it is possible, or they may still keep the idea of Alberto being a killer, but not necessarily Holiday.
 
The Riddler as a mob boss instead of main villain.
Michael Keaton as Alfred's long lost son.
 
- Riddler as an inmate who would help Gordon in his investigation, like Hannibal in Silence of the Lambs
- Penguin as a secondary villain
- Hush

A villain whose powers grow stronger and stronger with regular drugs & booze consumption.

He drives Batman and Joker to insanity by having an orgy with Quinn, Kyle and Vale.
