I mean, he literally cannot understand someone giving up power for a greater good. His narcissism and greed prevent him from understanding Biden did what he did. Sauron desired power and order and his ultimate defeat was because he couldn't understand that someone wouldn't want what he wanted. It never entered his mind that someone wouldn't want to take his place and would want what's best for others.
