Theory about that ending:
Wes was in on it. Frank pulled the trigger. We saw him giving Wes the staredown after Laurel told him that Mahoney was Wes' father. At first I thought he had something planned for Wes. Now that I think about it, he knew Wes was thinking about approaching this guy and he also knew that this guy was basically the cause of all of his, Annalise's and Wes' pain. So he filled him in on everything. The guy raped Wes' mother, put pressure on her to lie on the stand, threatened her son, pushed her to the point of suicide, bribed him to bug Annalise and then tried to have her killed, only succeeding in killing her baby, which Sam then used to hold over his head, eventually forcing him to kill a pregnant girl on his behalf. Frank is one of the only people who knows that Wes shot Annalise. He knows that Wes holds her responsible for certain bad things in his life. If he's gonna put a bullet into Annalise because of Annalise's lies and manipulations, even when she's covered for him, Mahoney definitely deserves to die. This is a man who has completely up-ended Wes' existence without spending one moment being his father. We don't always see everything that goes on on this show. We didn't see anything between Annalise escaping Philip and her getting to the police station last week, but we saw that there was more to that picture tonight. And tonight, we never saw what Wes did after Bonnie ushered them out of Annalise's house and we never saw him actually decide to head to NY and confront Mahoney. I believe that's because he did so with Frank. Wes approaches Mahoney on the street, holds him in one place and Frank pulls the trigger on him. Consider it his apology to Annalise before going where ever he goes from here.
I think the one thing that seals it for me is something Pete Nowalk said in an interview after last week's episode. He said something to the effect of Wes being a little more contemplative or not rushing into things like he would have earlier in the series. On the surface, though, that's exactly what he was doing. What, he's gonna walk up to this bastard on the street and tell him he's his son? And then what does he expect to happen? What's the plan?
I believe this was the plan.

Shot in the dark: They're gonna try to convince us that Wes has a new gf, but "Meggy" is really code between Wes and Laurel. I think they both know where Frank is and are hiding that from Annalise.
