Whenever someone says art, I immediately think of renaissance paintings.
Then I remember other kinds of art, including martial arts.
If this was true any Joe Average could create a great piece of art by just tracing. But no, you need to understand things like, balance, proportion, colour theory, lighting etc. There's more that goes on than what you're suggesting. Tracing/projecting is a tool in the hands of a professional. You can label it a crutch all you want but the reality is its a time saver for a lot of professionals, quicker they get it done the more money they can earn. At the end of the day it's the result that matters not how you got there.

I'm not a professional artists, but I traced for years before sketching on my own, it helped me train my hands at drawing curves and other important details.
 
Pretty sure Da Vinci used tracing techniques. Including camera obscura esque projected images.

art is subjective. there's a lot of stuff i dont enjoy as art, but others do. likewise things i will enjoy but others wont

No one knows for sure whether the great artists used projection methods, their techniques they used back then aren't 100% known, however there is evidence to suggest devices like camera obscurers were used. I highly recommend to people a documentary called Tim's Vermeer, it about a tech enthusiast with no painting skills who stubble across a projection technique that may had been used by artists of the time to paint.
 
Art is just creativity expressed. I'm not even sure if it matters if it's intended for high society or the masses.

As long as it's appreciated it has served a purpose.

Regarding tracing, as an actual artist who does this for a living, and not someone who posts manips and unfinished sketches online, it all depends on the user and context:

A kid tracing his favorite comic book panel? That's a crutch. He should be learning how to draw. He can copy the art free hand instead; it's called doing a master study.

A professional painter projecting an image onto a wall to speed up his mural making and ensure that everything is correct? That is using tracing as a tool, because he doesn't trace the image on the wall and call it a day. Their talent is already known, and the completed work will far exceed what a simple tracing would accomplish.

An illustrator making a sketch as a starting point, then tracing over it in a more completed fashion (instead of starting all over) is using tracing as a tool, since (again), they're doing more than tracing and leaving at that; they're using it as one of many methods/stages to build up their image to it's final state.

She is just leaning her foot on the dog to call its attention. An the other is not a girl, it's a small adult person.

You seem unreasonably violent. :p

It was fortunate to have (dwarf)/little person in court and portrait.
What's curious is the portrait being made is of the King and Queen barely noticeable in the mirror reflection (they'd be standing where you the viewer are)
Yet the focus is everything but them, their family, kids, court, painter (Velázquez), and their sleepy mastiff, all before them.
