The government regulating superheros isn't akin to the draft. It is more like the government telling people that you can't arrest people unless you're a law enforcement officer.

So it isn't so much a question of human rights. Its a question of a group of privileged people being put in check.

And our protagonist is against it, supposedly.

If Steve is to oppose the act, it had better be for some pressing reason. Have it be about the government using the Avengers as leverage, like Wakanda needing help and the government refusing unless Wakanda agrees to export Vibranium,.
