Why does it look like he has little pupils?
 
I think Steve did it just to translate the intensity of the moment...
 
In the very original print of AF #15, this was how it the art was printed. Whether by mistake or on purpose (like CaptianStacy said), I believe every subsequent printing of the issue has the pupils removed.

Kinda like when Peter parker was printed as Peter Palmer a few times... (yeah, that really did happen. :D )

well now that you have uncovered this 40 year old mystery you should use your powers to uncover others like i hear some one killed JFK.

That was exactly the reason. They printed it this way when they released "Origins of Marvel Comics" in 1975 also. But subsequent printings in books like Marvel Tales and so forth removed the pupils.
 
Remember when Dr. Otto Octavius called Spider-Man, "Superman" in Amazing Spider-Man #3?
