Winter Soldier. Possibly my favorite action sequence in the MCU. Seeing Cap kick ass all ninja style.
 
TWS easily. That was a really well put together little sequence that highlighted Cap and Widow's relationship and styles very well. Criticisms... I don't know why exactly, but every now and then... It feels like the Russo's aren't making a movie, but a show like The Black List or Alias. Just a little TV'ish. I also hate the last line "I told you, SHIELD doesn't negotiate with terrorists".

The CW one... I've only seen it once so I can't go into detail, but I was actually worried for the movie during that sequence! It just did absolutely nothing for me, and Crossbones himself was ridiculous. Once Scarlet Witch throws him up into that building, though-- that was a heck of a moment, and the whole movie picks up a great deal. That sequence, though? Nah.

Winter soldier for me. The bonding between Cap and Widow was cool!
As was watching Cap fight George st Pierre..
 
I don't even remember Civil War's opening scene. So I'm going to have to go with WS.
 
I can watch that fight on the Lemurian Star over and over. I still can't believe that I live in a world where I got to see a live-action Batroc ze Leapair on the big-screen and it *wasn't* a joke!
 
Isn't the opening action scene in Civil War the murder of Howard Stark and wife at the hands of the Winter Soldier? Between that and the Lumerian Star I definitely prefer the scene from 2014 movie.

Shaky camera in Civil War is annoying, I still prefer any action scene in the Winter Soldier to the ones in its sequel.
 
Both equally.

The Lumerian Star scene based on how amazingly well it established Cap's fighting style in the modern world and setting the tone for its franchise.

The Lagos scene based on the variety of the characters and action. It also looked better.
 
Lumerian Star. I got to see that sequence for the first time, unfinished, at D23 2013, and it still blew me away. This is what I really wanted to see out of Cap's fighting style, but they never quite pulled it off in Avengers or First Avenger. It was like seeing what I grew up reading in the comics translated into live action for the first time. Cap using his shield and enhanced abilities to their maximum effect.

Plus most of the action was focused on Cap. A little bit of Black Widow and others, but it was a Cap-centric sequence. The way it went from him jumping into the water without a shoot to infiltrating the tanker was awesome. Gave me some MGS vibes at times.
 
Winter Soldier as it made Cap a complete badass for the first time. They are both awesome though.

But then fighting against aliens and WWII Hydra cartoon tanks I wondered what he would look like fighting people. Blowing through the security on that ship gave me more of an ideal than that gunfight on the carrier
 
Lemurian Star, for me, had more development of character, and the duel with Batroc was more of a revelation. Lagos did a lot of setup for that movie in terms of plot, but it didn't have the same level of character work by any means, instead sort of tapping several characters on the shoulder to make them likeable. It also bothers me that they sort of just leave out Rhodey and Vision, even though the narrative reason is obvious.

The Avengers made him a complete badass.

It did not. He was at most 32% badass. The hardcorest thing he did was take apart that chitauri on top of the car and then give orders, and that was his *highlight.* and came later in the film. His whole digression to the diner and everything he did before the final sequence (except argue with Tony) was forgettable, to say nothing of being badass. This in light of a film that made everyone else at least 70% badass. Even Hawkeye and Hulk who were for all intents and purposes new characters.

No, the hardest thing he did was say "close it" to protect the Earth, no matter how much he wanted his friend back.

He was insulated against Thor's lightning, stood still after an attack from mjonir, was good enough to fight and help Tony maintain the hellicarrier airborne at the same time, and his stance earlier against Loki in Germany is a lovely sight.
