If I had to pick between Exalted and Bison, and only these two, I'd have to pick Bison. Afterwards, a week or so into the war, I'd advise all his men to do things that seem like a good idea, but instead are not. They'd lose to Exalted easily after i had them over to him. Then, on exalteds side, I'd destroy him within by turning 58% of the people on his team. In this day and age, anyone, and I mean anyone, can be bought.
