DC TV Series Who is this DC character? (see screenshot)

I'm watching the Batman: The Brave and the Bold series on DC Universe and have never seen this character before in any other series, animated or live-action. I don't suppose anyone knows who it is?

According to the linked page, this version of Weather Wizard only appears in Batman: The Brave and the Bold and its tie-in media.

I disregarded B&B as a kiddie show (which it is) back when it was on TV, but I am really enjoying it on DCU now. They had a lot of love for the mythos and it shows.
