Not sold on Wilson or Barnes becoming Cap at the end of it, tbh. At least not if they're doing the whole Walker Cap/U.S.Agent journey thing.
If I recall correctly, Walker [as Super-Patriot] stated off with an agenda to bombard Steve with constant public criticism [via tv interviews and rallies] claiming that he was being too soft as Cap; that he was not strong enough either physically or mentally to do what was required in extreme times and that he was better equipped to be Cap, upon which Steve eventually became so disenchanted that he vacated the mantle. When Walker became Cap he was supposed to be 'a bigger, stronger, meaner Cap that would get the job done' but he ultimately found out that the burden of the mantle was too heavy [despite making some massive sacrifices - I mean, he missed his own parents funeral, who were murdered in front of him by the Watchdogs, to stake out on a mission] and he conceded that Steve was stronger that he originally thought and gave the shield back to him with his blessing. It was a classic moment for both characters - it gave much needed depth to Walker as well as also validating Steve at a time when his popularity was waning and his relevance was being questioned.
I just don't think you get a pay-off like that by giving the shield to Sam or Bucky - it has to be Steve, and thus Evans. But would Evans return for that?
