Who was the most evil out of the movie villains???

In my opinion it goes like this:

Plain evil:The Penguin.

Evil and crazy: The Joker, Scarecrow, Riddler and Two Face.

Evil, but with a twisted sense of decency and morality: Ra's Al Ghul and Poison Ivy.

Not really evil, just sad, bitter and misguided: Catwoman and Mr Freeze

Too dumb to be even called a villain Bane :p
 
By far The Joker... the amount of innocent people he killed... and was going to kill... and he still laughed about it and didn't care!!! I felt sorry for The Penguin when he died at the end of Batman Returns... I felt for him because of his **** upbrining... but The Joker... just plain evil... and he laughs about it... DAMN!!!
 
Killing Jack Palance is just...criminal.

Joker. However, Penguin was f'd up.

It's a tie between the Joker and the Penguin. I'd have to say Penguin though, cause killing babies is just... a LOT... "errr"

Ummm the Penguin did try to blow up Gotham City after he tried to murder the kids.

So Penguin is still the worst IMO.
 
The only reason a lot of people are gravitating to Penguin, is because he was darker, grosser, and uglier.

Since the Joker 'ENJOYED' killing people, it made him seem a bit more fun, which throws people off.

The Penguin enjoyed killing too.

He had a special kiddy themed umbrella to lure the kids into his toxic sewage. He was laughing and dancing around his lair with it waiting for his gang to bring the kids back.

Then when he sent his penguin army to blow up Gotham, he sat there and watched on his TV monitors, grinning and munching on fish, like he was watching a movie. He even hopped with excitement when the countdown came down to the final 15 seconds.

The Joker is the greatest evil a film Batman has ever faced (With the possible exception of Ra's Al Ghul, as Ra's has a twisted moral core), but he's out of the running because he's insane. Right and wrong do not apply to him, so it's not conscious. Oh, he enjoys the kills, but it's not like, deep-down, he could ever, EVER really understand the gravity of his actions. He may know the difference between right and wrong, but he can't act on it in light of being insane.

The Penguin, however, was not insane. He knew the difference deep in his heart, and being sane, could choose to act on it. Killing Gothamites to get revenge on his parents is bad enough, but children? Defenseless children who did nothing to him (when, comparitively, the citizens did turn on him)? That's true evil.

The Joker and the Penguin are the film continuity's two biggest evils, but The Penguin edges out the Joker just barely because of his sanity. The Joker killed whoever. That's evil, sure, but the Penguin's top prioity was children.
 
I think they were all evil in there own way. Each with his or her own agenda.
 
The Joker. The Penguin is pretty close, too, but at least you could feel some kind of sympathy for him.

Killing people with laughing gas is one thing.

Standing there and watching babies and children drown in disgusting toxic sewage is just beyond evil.

Yea Raz didn't come across as a psychotic, he came across as a perfectly self controlled man completely in touch with reality, less chaotic and more meticulous in his thinking, his argument about purging fire, actually in a way, seemed to make alot of sense, like he was sacrificing the short term for the benefit for the term, for that reason, him, as the Penguin and the joker seemed psychotic.
 
Joker, Penguin and Shreck were the most evil to me. joker, because of everything darknight7 said, and the penguin because cmon the guy wanted to kill children and then blow up the city.but killing the children were his intentions all along. whoa. and shreck was also just pure evil, his line "i am the light of the city, and i am its mean twisted soul" shows just how sadistic he is. he is like the sweeny todd of the movie, kills ppl, and doesnt give a crap, lol. he actually almost seems to enjoy targeting his prey. riddler wasnt killing ppl, he was just sucking there info from there brains, but it wasnt "stealing" there brains, just snatching info from them. and Ras isnt what i call evil because like someone said, he has a twisted moral centre and thinks hes doing the "right" thing by destroying gotham. still evil, but he himself doesnt think so.
