Scarecrow. Cillian Murphy is just pure evil in the role. When he pulls out the mask for the first time, it's so creepy.

"Have I ever shown you my mask?"

It's like something out of a horror film.

The character best represented in film was Ra's, and Nesson delivered a power-house performance that doesn't get enough praise. Nicholson was great, and I also agree that Burton actually improved the Penguin character, although I have many issues with other aspects of Batman Returns.
