The Mandarin's Makluan technology is the most advanced on the planet. Stark has never been able to understand even the most rudimentary details of it. It's way beyond Richards or Doom. He not only understands it he has made inventions of his own that use it.
As far as the comparison between the Mandarin and Kang, there are indeed strong parallels. They differ however in that the Mandarin found the 10 rings and had to figure out an entirely alien science of unknown origin on his own. All of the subsequent inventions such as his force field device and his androids are entirely his own work. The inventions which Kang discovered on the other hand were created by humans and there function was documented in history. Further Kang grew up a thousand years in the future in a more technologically advanced society than did the Mandarin who grew up in early 20th century China. We also don't know which if any of Kang's devices he invented himself or whether he obtained them from others. Last and not least Marvel itself has declared the Mandarin an extraordinary genius and a peer to Richards and Doom and has according to info you provided me denied even ordinary genius status to Kang both in the 90's and in the current handbook.
The High Evolutionary, the Futurist, Modok and the Leader all have intellects greater than Richards or Doom. This means that Richards is at best number 5 in the World even if you don't count Cable. Franklin Richards although a child also has been acknowledged as at least as intelligent as Reed and may be smarter by a fair margin. Banner and Stark I do not consider in the same league as the others due to the fact that they are geniuses in only one field each while so many others have made intellectual achievements in multiple fields. I regard the polymath as significantly superior. Unfortunately I seem to be alone in my opinion on this.

these twelve men, in some order are the smartest men on the planet, with Cho presumably smack dab in the middle. All other geniuses from 616 21st Century Planet Earth (Xavier, Magnus, McCoy, Forge, Connors, Warren) are just regular geniuses. The ones above are the only unchartable "Super geniuses".
Mad Thinker? Miles Warren? MODOK?
Franklin even as a little kid understood the functioning of the Ultimate Nullifier in ways that Reed still doesn't. This would seem to indicate that his intelligence is at least equal to Reed's if we allow for an advantage for Franklin due to psionic perception.

Warren isn't even a genius by the handbook; he's gifted. Though he should be listed as a genius.

Warren is just considered gifted? That's such BS I can't believe it. MODOK might be a cheater, but you could say that about Leader too, he was a moron before.
How would a mutation be any different than genetics?
