NY is the best in the US as far as I'm concerned.

The heroes definitely need to spread out. New Warriors (with a new name) should move to Chicago. Some team besides Runaways needs to be in Cali...I guess Excelsior, if they ever decide to do anything with them. Marvel has eight bajillion characters lying around. I'm sure some writer (Peter David, Slott) can come up with something interesting.
