Garfield is not out because he's busy, Marvel and Sony obviously wanted to reboot and you don't keep the same lead actor when you reboot a film.
Garfield is the face of the failed ASM series. They had no choice but to replace him in order to differentiate the reboot from TASM. It is the same reason you didn't see Christopher Nolan bringing back George Clooney in Batman Begins or Zack Snyder bringing back Brandon Routh in Man of Steel.

Because reboots don't recast the main actor from the previous franchise.

I think what happened was, through the pre-production, production, and post-production, when you have something that works as a whole, and then you start removing portions of itbecause there was even more of it than was in the final cut, and everything was related. Once you start removing things and saying, No, that doesnt work, then the thread is broken, and its hard to go with the flow of the story. Certain people at the studio had problems with certain parts of it, and ultimately the studio is the final say in those movies because theyre the tentpoles, so you have to answer to those people.
Garfield also stood up Sony at a corporate dinner in July. Garfield's attendance was going to be mentioned by Sony CEO Kaz Hirai and he was supposed to sit with some top Sony executives. His absence (with less than an hour of notice) was seen as an affront and slight by the company's Tokyo bosses.
