How much work can a lowly field agent do to fight corruption at the top? I find it easier to believe the scenario where a field agent becomes disillusioned with his corrupt superiors and quits the force, than the scenario where a field agent thinks he can fix things at the top of the food chain.
Look at Cap in the comics....when he found out the Secret Empire was running Washington during the Nixon years, he didn't stick around to fight the corruption, he just flat-out quit. Threw away the shield, the costume, the stars and stripes and all that jazz and became Nomad. And I'm pretty sure we'll see some sort of nod to that story arc in CATWS, with Steve renouncing his job, his agency, his superiors and his government.
