She seems more like she'd have to be Priscilla Rich.
Cheetah is kind of like a demi-god like Diana. She is blessed/cursed by a God which is a reason why she can go toe to toe with Diana. She is a character that revels in the kill and doesn't hold back compared to Diana. It would be a good contrast.
But the best way to set up Cheetah is letting the audience get to know her before she goes down her dark path. Have her and Diana connect pre-Cheetah. Barbara Minera would be the best version of the character to use since she is an archaeologist which would go nicely with Diana being an antiques dealer.
I don't know how you base a 3 act movie around Cheetah as the Big Bad, she seems more like a hench woman working for a more powerful mastermind villain.

No, that would be a tremendous disservice to her character. She's also supposed to be really smart as well.
It's funny how some fans complain that filmmakers lack "creativity and imagination," yet constantly go "well that can never work, I don't see how that's possible, etc" themselves.
Make the connection between Cheetah and Diana a personal one. I think WW2 would benefit greatly from lowering the stakes (the world should not be in danger at any point), but upping the personal tension. Cheetah doesnt necessarily need to be the most cunning villain; she just needs to have a relationship with Diana that the latter wants to save, and the power to engage her in fisticuffs.
