I agree. It made more sense sense she was in the previous movies. But you can go either way in my opinion.

Well, all I know is John Blake is not as good as Bruce Wayne, so they should have gave John Blake some extra help (Oracle) just in case Gotham goes bad again.

If they did continue the story maybe she would appear to help Blake. Who Knows

I think its reasonable to assume that Blake would be put in charge of a special ops sort of GPD squad if he chose to assume the role of the Batman. Given how Batman's been publicly acknowledged as a hero.
