No....Joe was first, then another company created West around a year later. His body, arms, and legs were hard plastic molded to look like clothes and boots. His head and hands were rubber. Like I said, hands were way more accessible for his various guns (six shooters and a Winchester rifle) but the body had significantly less moveability.

**EDIT** Just googled Johnny West....hadn't seen one for a long time. I noticed that he looked a lot like actor Eric Fleming who was starring the hit western RAWHIDE at that time.

Also have you checked out TOYS THAT MADE US on Netflix? Some really interesting stuff about some of the biggest names in toys of the last fifty years.
