Seriously why is it we don't have a right to know who is calling us?

I've had "withheld" calls come in where someone starts saying obscene stuff yet I don't have a right to get that number from my service provider (in this case cingular) ?

Is there a reason that I'm oblivious too that it's a good thing we can block calls without the receiver knowing who has called?
