And Apocalypse is clearly recognizable as well considering everyone knew who it was.

The cowl looks weird
I think that cowls really are the hardest thing to do well, mainly because clothing just doesn't work that way in reality. You either end up with them being too loose, or the head not moving freely enough, or they are stuck to the face and can't be raised or lowered. Its why Cap switched to a helmet look, and benefited enormously from it.
He has the lip lines, the tubes/coils, the symmetrical head design, and his costume is a more Egyptian-esque version of his look from X-Men Legends 2 and the comics.Eh, honestly, I think they only recognized him because of context. Show a picture of the guy without any contextual prompting, and I doubt many people would think "En Sabah Nur".
I'm a little disappointed still the Daredevil costume turned out like it did, hoping the second series is a little but more comic book accurate. It was the only thing they got wrong in the series for me.

I think there are some comic book outfits that are ridiculous, but for the most part I want complete accuracy with these movies. I think TASM 2's Spidey, Psylocke, and Deadpool look utterly fantastic and they were so close to the source material. I'm not a fan of the new Doom and Apocalypse because they don't even remind me of the comic book versions. Hell, when I first saw the bootleg video of Apocalypse I thought the purple guy was some other mutant and I missed Apocalypse's actual appearance in the video. Then I realized, that purple guy is Apocalypse. My favorite costumes have been the ones that have been the most faithful.

The show was really good, the costume, not so much. It's not bad but it just looks too cluttered and the cowl is really bad.

In the comics, there's no reason for Apocalypse to wear what he wears, other than because it looks alien. The movie version looks like an old/ancient pharaoh but with a heavy techno twist. It actually says more about the character than the comic book design does.
This. I like that the movie Apocalypse has nods to his Ancient Egyptian origins. The comic Apocalypse always looked like some sort of gorilla in clown makeup to me.
