Looks that way. I suppose they could be setting him up for Damage Control, though. Especially with that line about using his powers to build things and the part where they reminded the audience he's a construction worker by trade.

Yeah, it's in development. It's intended to be a half-hour comedy. Ben Karlin (The Daily Show, The Colbert Report, Modern Family) is set to produce it.

PLEASE FOR THE LOVE OF GOD GET RID OF WARD. MY GOD HE IS ONE OF THE WEAKEST VILLAINS I'VE EVER SEEN ON ANY TV SHOW IN MY LIFE. I wanna know what that actor has on someone at ABC tv. Jeez I can believe they got rid of Lash so soon. It would've been nice to explore and develop him more.
