I am Alien
In the year 2032 man makes first contact with an intelligent life form not of this world: the Dentralli. In 2033 the first Interplanetary war in Earth's history begins. The year is now 2062, and a deep space recon mission to the Dentralli-homeworld has finally returned with a sole survivor. They discovered something unknown: on the homeworld there is an entire continent that the Dentralli dare not go on for fear of the predators there, a fear which borders on religion. The mission brought back genetic samplings of these beings and scientists have managed to make a stable hybrid able to shift between their human form and their predator form. Over a thousands soldiers under went this procedure. 10 experienced anomolous mutantion. They cannot shift, but they do remain humanoid.
Andre Hunter is one of the mutated few. he is also the sole survivor of the Dentralli-Homeworld expedition. He has become an almost canine like being with incredible stamina and amazing senses.
Charles Conrad is the program director's black sheep son, and a civillian. he ws exposed to the mutagen by mistake and mutated into an avian-like form.
Linda Helm is the chief geneticist for the project and fiance to Hunter, however he has been so distant since his return that she begins to fear for their relationship and developes feelings for Conrad.

dude... haven't you been reading?
Thor has been missing since Ragnarok so no power down necessary
Hulk is on another planet where apparently his power levels aren't high enough.
There are 198 mutants, total, left in the world (so says the Office of National Emergency, O.N.E., who has quarentined as many of those 198 mutants on the Xavier compound as possible).
I don't know, I stopped reading any X-Men title when they allowed the governement to round up all the mutants, shove them into a walled up place, and then put friggin' electrocuting chips in them.
I'd open up more schools, more teams of X-men or similarly based stuff across North America. Of some coupla' million mutants, Prof. X has like what? tops a thousand? I think across N.A., maybe across the world altogether, there would be maybe 10 other mutant/superhuman schools that mutant children could get adopted by or enrolled in. Also, the X-men would have to move out of the X-mansion and have to be based somewhere else, it's just not safe for the students, and it isn't logical for parents to put their kids in such danger. i'm all for suspension of beleif, but I draw the line at "I convinced my mom to let me go to a boarding school where I'm always endangered of being attacked by freaky aliens/government agents/etc.
Wolverine would also be stripped of his powers at the end of House of M, except for his claws. He'd have to go find himself, and he wouldn't be a murderous bastard, but it'd be returning f roots to the old, cooler wolverine. He might come up against Sabretooth, who hasn't lost his powers, and or governments fearing him, Mariko revived from House of M, return to Japan, madripoor. Reliving his hey days by returning to his true home and such. Just to give the character some drive now that he's not so fun to read anymore.
Spidey would keep his house of M costume. That was a good costume.
House of M would result in a major power down for the Hulk so he wasn't impossible to beat.
Thor also, but not to the same degree. Maybe slightly less powerful, but smarter battelwise after Ragnarok, and wiser, plus never needing to return to Donald Blake.
Venom stories would cease to exist except in Spidey comics, he would be like he was with Macfarlene, or just post-Macfarlene. Writer's of all my favourite characters seem to be either complete idiots(Rucka and Way) regarding my favourite character or don't like him all that much apparently(whedon).
