By the time JK Simmons was cast as Gordon it had been 7 years since his last Spiderman appearance and he looked much, much different. Your average joe probably didn't recognize him in JL.
Zazie Beetz is not playing a gigantic staple character.

Zendaya was just in a billion dollar film playing a character that had her own posters and that was heavily mentioned in social media. A character she'll very very likely play again. A character that probavly wouldn't look very different from her Barbara Gordon. Not even remotely the same thing.
Also: There are other brown girls that are not Zendaya. She doesn't need to play Batgirl when she's already MJ. Bring someone new.

I doubt Barbara will show up in this film. The DC films are rumored to be back to being independent of each other. If they are planning on making a Batgirl film in the near future then they may not want to introduce another version of the character in this film.
Anyway Thandie Newton's daughter Nico Parker (from Disney's live action Dumbo film) would be my pick.
What is it that have we heard so far that negates Barbara being in these movies? Reeves was pitched a trilogy, we don't know what his plans are for movie 2 and 3. All we know is that he's mostly adapting the Long Halloween storyline. The basic story of it -- which means he can use any which one of Batman's characters that he wants and Barbara could just as easily be one of them. Barb is a Batman supporting character decades before she's Batgirl in the comicsI don't see Barbara having a significant role in Reeves movies given everything we have heard so far.
It doesn't seem like we are getting a Robin or Nightwing or any other Bat family character as this is rumored to be Batman detective film set earlier in his career like the Long Halloween.
Not much point introducing a young actress in a minor role on the off chance the film is successful enough that a few years later (at the least) she may get a spin off film. WB did this with the Justice league characters before with mixed results. Seems like a unnecessary gamble.
Also isn't part of the reason they are rebooting the film because they don't want to be tied down to the previous continuity. It wouldn't make sense to do the same thing with Batgirl.
