the whole Flying aspect would have to be a big component of a Superman game.

that's perhaps the greatest "wish fulfillment" when it comes to Superman. the ability to just blast off and take to the skies.

I liked how they did it in the Superman Returns game. It was really fun to go higher up in the sky, then to blast at maximum speed towards the ground. But this got boring after 5 minutes. I think they have bigger worries than the flying mechanics.
