Sauron, without question. Not only he has Mordor to his advantage, but he would smite Sidious into the oblivion with his mace. Sure, Sidious might try to cut whatever Sauron throws at him with his lightsaber and bolts of lightnings, but I cannot deny that he's got strength beyond those of Men, especially with the Ring on.
