Best Main MCU Villain?

Who was the best main villain of the MCU films? I am not making Bucky a choice as he wasn't a main villain, he was a tool of Hydra and Alexander Pierce.

TWS may have been a tool but he was damn effective, he pushed the heroes to their limits and made me think they may not be successful in saving the day. That's more than most MCU villains have done so TWS is second not to Loki for me.

I really liked Ronan as well and would probably place him third. The rest I didn't really think that much of.

Toss up between Killian,Ultron and Ronan. They are my favorite villains in the MCU so far. I really wanna say TWS because he's #1 for me but I agree that Pierce was the main villain.

Where's Kingpin? I feel like Kingpin, Iron Monger, Ultron and Loki are the best villains. The rest are all one-dimensional but at the very least, Justin Hammer, Ronan and Red Skull were fun to watch.

And I hope that Marvel can find a way to bring Justin Hammer and Red Skull back since they both have a too much potential to be permanently dead.
