Replicants are hard ones to figure out, and the movie doesn't fully explain the technology behind them. Ridley Scott has but it's still vague enough that they're not seen as mere clones.
That's why there's the voight kampff tests, because their biological make-up is very much close to humans. They don't have metal, but they can be stronger than humans,live in harsher environments, and a limited life span. It's like they're in-between, and not as obvious as a Terminator or a Synthetic from Aliens.
So I guess they're machines but the scientsis were able to craft models by only using organic parts. They they can be still be programed, etc.

t: I certainly hope this sequel will have more things inside it than the original which felt rather empty at some places, so even though I don't think BR is so fantastic as other people do (maybe one day I'll understand), BR2049 is one of my most anticipated films of the next year because I loved the visuals and music of the original and I think the setting has great potential for a lot of interesting stories.
