Eh, if I were in charge, I'd tone Bullseye's skills down somewhat ( no killing people with thrown toothpicks or paper airplanes ), but I'd still have him clearly be in the same super-skilled category as people like Matt. Incredibly precision, improbable weapons, ricochet shots, etc. Matt's a better brawler, while Bullseye has more experience with ranged attacks. Also, I'd have Bullseye make actual use of weapons, not just improvised thrown crap.
As for theme and direction? Well, we've had moral challenges to Matt's ethics, and we've had a couple different criminal enterprises try to take over the city. For Bullseye, I'd use him as the Joker: he's an insane, murderous criminal, who is basically a super-skilled serial killer. Pull out all the tropes: the signature kills, the taunting messages sent to police and media, the tracing of clues, the growing fear in the city. Only if someone catches up to him, the result is a kung fu thrown weapon duel.
