We've been told before that they are connected to the police force. Maybe this is Dent's way of cleaning up the streets and his basis for promising:

Dent offers a crime-free 18 months, Batman effigy hits the window

I'm also thinking Lau is the man made up to be Batman to cover Bruce's ass. Fox has to be on it and Lau might be the connection to the league that's been rumored.

INT. FOX’S OFFICE – WAYNE ENTERPRISES
Wayne begins to tell Fox of his plans for Lau (played by Chin Han)

INT. FOX’S PRIVATE ELEVATOR – WAYNE ENTERPRISES
Wayne tells Fox more of his plans for Lau

Fox puts Lau in an elevator and puts Reese in his place

Lau might know/remember Bruce from training and ask to work for him after the events of BB. Make that two in WE that know of Bruce's quest.

Reese seems like a possibilty for the Riddler role but might also be a lackey for him. This way it allows Nygma to stay in the shadows for the movie.

I'm gonna go with the rumor I posted a while back where Bruce runs from the party into a panic room, goes through the ceiling and crashes through the window as Batman back into the party

Has every speaking role on the call matched up with the IMDB cast list? Reese isn't there but I don't want to jump to any conclusions if there are similar occurrences.
