He's written badly often, but has a lot of scope, his whole memory thing leaves an interesting follow through...
On the thread's subject, Chameleon is a very good villian, who at times is underrated. I enjoyed the Chameleon stories in the 1990s in ASM and SSM more so than any other story with that character.
The most underrated Spidey villian that looks to have a huge following is the Shocker. For me, I love his character because his motives are pure, he is only out to make a quick buck for himself, and he has never directly stated to have a personal hatred toward Spider-Man. Just go read the story "Vertigo" in PP:SM from 1997, where Shocker has a vulnerable Spidey in his sights, but does not kill him.
Chameleon is definitely underrated. I've always thought Tombstone was most underrated and would have potential on the silver screen. I wouldn't mind seeing Doppleganger have a bit part in a future Spidey flick too.
I know she's hardly ever mentioned when the enemies are brought up, but Shriek was always a villain that I felt was underused. The storyline "The Shrieking" was one of my favorite storylines of all time. The chances of her ever returning in a Spider-man comic are pretty slim, but I always felt that she had alot of potential to become a huge threat to Spider-man.
In that storyline just a few months back "Deadly Foes of Peter Parker" could have solidified an "A" status if it wasn't for the crappy cop-out of an ending. If Marvel was gonna kill May, that would have been a great time to do it and how.
