The last time I checked, Japan was out WEST over the Pacific Ocean. The U.S. also has over 33-thousand troops within its borders, stationed in over 60 facilities. It's not like Danko actually has to send people into Japan for any operation on Japanese soil. Not to mention it'll be real easy to transport people out of there, since U.S. military flights are unregulated by Japan.
Also, "south of the border" is a euphemism for "Mexico". There's a reason why Mexico is the fugitive's destination of choice. Besides uncooperative, corrupt, and almost feudal local authorities, it's extradition policies are leveraged against the foreign governments trying to get people out of Mexico.
